A photo doesn't always have to be straight offcourse. Sometimes an angled view suits the pimage better, it gives more dynamic. If you let the car go up (like here) or down is a personal choice.

The speed on the technical section of the F1-circuit of the Nurburgring is relatively low. Still the speed is higher than you and I drive on the road. By choosing a relative slow shutterspeed you get a nice feeling of speed in the photo. The background is moving and the wheel is spinning.

The low angle is sometimes not even low enough. It would be nice if you also could look under the car. It wasn't possible, even when you have track-acces you need to stay behind the guard-rail.
